A few facilities will not allow outside purchase of coloring books. Most often because they are available through the commissary. 
If you have not researched the regulations for your loved one, please do so.  Every prison system and jail set individual regulations.  
We do not send colored pencils or other art supplies.  Most often those must come from prison commissary.
